New York State contracted with The Center for Technology in Government to conduct a broadband adoption study that involved a telephone poll to over 3000 people in New York State. When the study was completed, four demographic variables were found to be most strongly related to low broadband adoption in areas where broadband was already available. These demographic variables were mapped using census data to illustrate areas of the state where these demographic factors may indicate a lower broadband adoption rate. However, due to lack of directly linkable data within the census data for one of the variables (employment status), only three of the demographic variables were able to be mapped.
